Hampshire is administered three different ways and the split decides how a job is actually run. Hampshire County Council is the disposal authority for the shire districts: its household waste recycling centres operate a permit scheme for vans, pick-ups and trailers, and none of them accept trade waste from a contractor. Parking, bin collections and bulky-waste pickups belong to the eleven districts and boroughs instead — Basingstoke and Deane, Hart, Rushmoor, Test Valley, Winchester, Eastleigh, Fareham, Gosport, Havant, East Hampshire and New Forest — and they are not the same as each other. Southampton and Portsmouth are separate unitary authorities running their own tips, parking schemes and bulky collections, so inside either city the county's rules simply do not apply.

The property is just as varied, and access is what usually moves the price here rather than the size of the load. Portsmouth is largely built on Portsea Island, among the most densely populated places in the country, where terraced streets have no drives and almost every bay is permit-controlled. Southampton's older suburbs are permit zones too, with a very large student rental sector north and east of the centre that moves on an academic calendar. Winchester's medieval core has timed vehicle access and listed frontages. Against that, Basingstoke and Andover were expanded under the London overspill agreements and laid out for vehicles, and Fareham's Western Wards, Whiteley and Chandler's Ford are modern enough that a Luton reaches the door.

Three practical points up front. No part of Hampshire is inside the London Ultra Low Emission Zone, so nothing we do inside the county attracts that charge; a job continuing into a London borough does enter the zone, and we allocate a compliant vehicle and show any charge in the quote rather than adding it later. Portsmouth's Clean Air Zone is Class B, which charges non-compliant buses, coaches, taxis, private hire vehicles and HGVs and does not charge vans or cars, so a domestic job in the city attracts no zone fee from us. And no contractor can tip your waste at a council household site, whatever van it arrives in — anything we clear goes to a licensed transfer station and you receive the waste transfer note for it.

No. Portsmouth operates a Class B zone, which charges non-compliant buses, coaches, taxis, private hire vehicles and heavy goods vehicles. Vans and cars are not charged, so nothing we bring to a domestic removal, clearance or clean in the city attracts the fee. Any quote that adds a Portsmouth zone charge for a van is wrong.
No. The county is well outside Greater London. If your job continues into a London borough it enters the Ultra Low Emission Zone, in which case we allocate a compliant vehicle and show any charge in the written quote before you book.

By planning the street before quoting. We either arrange a resident bay suspension through the council where the job justifies the cost, or work from the nearest legal stopping point with a shuttle and a stated carry distance. Either way it is in the written quote in advance rather than added to the invoice afterwards.
Yes, and it is the busiest part of our year in the city. The shared houses and blocks in SO17 and SO14 change hands in a compressed window over the summer, so book as early as you can. We can clean a shared house room by room where tenants leave on different dates and invoice individually where the agreement requires it.
With a loading window agreed in advance, a smaller vehicle, or a costed carry from the nearest lawful stopping point. The core is medieval and largely conservation area, with timed vehicle access and listed frontages, so we plan the vehicle and the route before quoting instead of finding out on the day.
