About Brighton
Brighton is the hardest city in the county to work in and the reasons are physical rather than administrative. The conversion-flat market means the majority of addresses in BN1 and BN2 are one floor of a house that was never designed to be split: a shared front door, a half-landing turn too tight for a three-seater sofa, and no lift. Its household site at Hollingdean serves its residents; the East Sussex County Council sites at Newhaven, Hailsham and elsewhere run a residents-only permit scheme that does not cover a Brighton address.
